2023.09 (!) RC phase

I was reminded by @anubis2814 that we missed the milestone month, and we still haven't started the RC phase.
Is there something that prevents us to start the RC phase?

in reply to Hypolite Petovan • • •@Hypolite Petovan yes, and applied potential fixes. However as you can see on files.friendi.ca, it is still not working. Sometimes it produces archives but not reliable. The synchronization is also from and to github still not working.
Hopefully I have some time this weekend to dig into these issues again.
